Sibiga called on the world to step up pressure on Russia following the UN report

Foreign Minister Andriy Sibiga called on international partners to move from statements to concrete actions following the publication of a UN report on record civilian casualties in Ukraine. According to the UN, Russian attacks in July killed at least 437 civilians, and another 2,610 people were injured. The foreign minister believes that new sanctions against Russia, strengthened air defense, and continued pressure on Moscow are needed in response.

 

Andriy Sibiga stated that the latest report from the Office of the UN High Commissioner for Human Rights should attract the maximum attention of the international community. The document showed that July was one of the deadliest months for Ukrainian civilians since the start of the full-scale war. Russian strikes resulted in the deaths of at least 437 people. Another 2,610 civilians were wounded.

The Ukrainian Foreign Minister emphasized that behind these figures lie specific Russian attacks on Ukrainian cities and towns. “Behind this rise in civilian deaths lies one name: Russia. Unable to achieve any of its objectives on the battlefield, Moscow is intensifying its missile, drone, and bombing attacks across Ukraine, bringing ever more death and destruction to our cities,” Sibiga stated.

According to him, the international response should not be limited to statements of concern.

Ukraine Calls for Concrete Action

Sybiga believes that following the release of UN data, the world must move toward concrete steps. Among these, he cited tightening sanctions against Russia, strengthening Ukraine’s air defense, increasing pressure on the Russian leadership, and ensuring accountability for crimes. “That is precisely why the record number of civilian deaths and injuries cannot be met with just another expression of concern. This must be followed by concrete decisions,” the foreign minister emphasized.

He also stated that Russia must feel the real cost of continuing the war. “Putin must understand that killing more Ukrainians will not improve Russia’s situation on the battlefield or strengthen its position at the negotiating table or anywhere else. It will only increase the price Russia is paying for this war,” Sibiga noted.

The Ukrainian side continues to call on its partners to intensify sanctions pressure on Russia and to assist Ukraine with air defense systems. According to Sibiga, such steps should be the response to the increasing number of Russian attacks on civilians. This was stated by Foreign Minister Andriy Sibiga on the social media platform X.

The National Police are investigating possible cases of illegal exemption for nearly 2,500 men subject to military conscription. Among the most common schemes is fictitious employment at companies that have the right to exempt their employees from military service.
