The Scandal Surrounding Skela: Lubinets Reached Out to Syrsky and Initiated an Investigation

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, announced an investigation into reports of possible violations of the rights of military personnel in the 425th Separate Assault Regiment “Skelya.”

According to him, the Ombudsman’s Office has received reports of alleged torture, unlawful detention of military personnel, and other serious violations. Lubinets emphasized that such cases require an immediate and impartial investigation.

In this regard, he appealed to the State Bureau of Investigations and the Specialized Prosecutor’s Office for Defense to conduct an investigation.

The Ombudsman also held a working meeting with the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi. According to him, the Military Law Enforcement Service has already been involved in the investigation.

In addition, on June 25, a monitoring group from the Ombudsman’s Office will travel to the unit to assess the situation on the ground.

Earlier, the 425th Separate Assault Regiment “Skelya” denied allegations of beating conscripts who later died, stating that the causes of death were primarily related to underlying medical conditions or accidents. The unit emphasizes that it is cooperating with the investigation and wants a full investigation into every case, without exception. 

In March, at least five recruits from the 425th Separate Assault Regiment “Skelya” died less than two weeks after being mobilized. According to official data as of May 19, the causes of death were heart and lung diseases. 

The 425th Separate Assault Regiment “Skelya” responded to media reports about the deaths of recruits while on duty. The unit stated that it is ready to cooperate with law enforcement and urged people not to jump to conclusions. Military officials emphasize that each case must be investigated separately.
