Minimum wages and pensions may increase in 2027: what's in store

The 2027 state budget of Ukraine proposes a significant increase in key social standards. Specifically, this involves raising the minimum wage, the subsistence minimum, and the minimum old-age pension.

At the same time, it is important to note that the proposed figures are not yet approved payment amounts. At this stage, these are merely proposals for the 2027 state budget.

Starting January 1, 2027, the minimum wage is proposed to be set at 12,000 UAH.

There are also plans to raise the subsistence minimum. For a single person, it is proposed to set it at 7,200 UAH.

Separately, the following subsistence minimum figures are proposed:

  • for able-bodied individuals—7,488 UAH;
  • for persons who have lost their ability to work — 5,832 UAH.

A separate set of proposals concerns pension benefits.

It is proposed to raise the minimum old-age pension to 6,500 UAH effective January 1, 2027.

In addition, it is proposed to provide for the full monthly payment of pensions awarded or recalculated pursuant to court decisions.

The budget proposals also call for a review of the approach to determining state social assistance for low-income families.

Specifically, it is proposed to set the subsistence minimum level used in determining such assistance as follows:

  • 100%—for able-bodied individuals;
  • 150% — for children;
  • 150% — for individuals who have lost their ability to work;
  • 150% — for people with disabilities.

The changes may also affect a number of social benefits for families with children.

In particular, it is proposed to set pregnancy and childbirth benefits at up to 7,000 UAH per month, and child care benefits for children under one year of age at up to 8,000 UAH per month.

For the care of a child with a disability, it is proposed to provide a payment of up to 12,500 UAH per month.

The proposals also specify payments under the “eYasla” program:

  • 9,000 UAH per month—the base amount;
  • 14,000 UAH per month—for a child with a disability.

Separately, it is proposed to increase the payment under the “Schoolchild’s Package” program to 5,000 UAH.

The Committee on Finance, Tax, and Customs Policy notes that social standards should gradually align with the actual needs of citizens.

At the same time, the committee acknowledges that the state budget currently lacks sufficient resources to raise all social standards to the level of the actual subsistence minimum all at once as early as 2027.

Thus, the proposed minimum wage of 12,000 UAH, minimum pension of 6,500 UAH, and subsistence minimum of 7,200 UAH are currently merely budget proposals, not definitively approved social standards for 2027.

The Committee on Finance, Tax, and Customs Policy announced these proposals.

People with disabilities since childhood may, under certain conditions, simultaneously receive a survivor’s pension and state social assistance. The Pension Fund explained who is eligible for such payments.

Earlier, the Pension Fund explained how to obtain a winter fuel subsidy.

The Ukrainian government has also officially introduced a new procedure for reimbursing housing and utility costs for facilities hosting evacuated citizens.

Ukrainians who are eligible for both a housing subsidy and a benefit may choose one of these forms of state support. If the amount of the subsidy awarded is 0.00 UAH, the person may apply for the benefit.
