In the 2027 budget, the base pay for military personnel was kept at 20,000

In the 2027 budget, the base pay for military personnel was kept at 20,000

In Ukraine’s draft state budget for 2027, the base pay for military personnel is currently set at approximately 20,000 hryvnias. Member of Parliament Mykhailo Tsymbalyuk stated that this figure may still be adjusted during the budget’s finalization.

The draft state budget of Ukraine for 2027 once again sets the base pay for military personnel at approximately 20,000 hryvnias. However, this refers specifically to the base pay. The total amount a service member receives may be higher depending on their rank, conditions of service, participation in combat missions, and additional bonuses.

According to Tsymbaliuk, the draft budget for next year allocates more funds for military pay. However, it is not yet clear exactly how this will affect payments to mobilized personnel.

Why these 20,000 are important

Tsymbaliuk drew attention not only to the current amount of the payment. He noted that the base pay also affects future social benefits for service members. “The Cabinet of Ministers is setting the base pay for service members at 20,000 hryvnias for next year. This is unacceptable, and discussions are currently underway,” the lawmaker said.

He explained that certain future social benefits and pension calculations, in particular, depend on the base pay. Therefore, parliament intends to review this figure during further deliberations on the draft budget. At the same time, it is important to note that 20,000 hryvnias does not mean that every service member will receive exactly that total amount in hand. This is a base figure without additional payments.

What About New Contracts for Service Members?

Separately, Tsymbaliuk spoke about new contracts for military personnel. According to him, these contracts provide for higher pay. However, questions arise regarding their funding.

“There isn’t enough money to fund those contracts this year, within this budget,” the lawmaker noted. Thus, the issue of new contracts is linked not only to the amount of pay but also to whether there will be sufficient funds in the state budget to cover them.

Budget figures may still change

Tsymbalyuk emphasized that the current figures are not final. The government approved the draft state budget for 2027 on September 15. The document must now undergo parliamentary review, so certain figures may still change.

“Let’s hope these aren’t the final figures. We’ll be able to refine the draft budget,” said Tsymbalyuk. He also noted that during the budget presentation, government officials mentioned the possibility of revising it.

How Much Money Has Been Allocated for Defense

According to the Ministry of Finance, total state budget expenditures for 2027 in the draft amount to 7.27 trillion hryvnias. The security and defense sector is allocated 4.885 trillion hryvnias. This is 517.9 billion hryvnias more than in the revised 2026 budget.

At the same time, budget revenues are projected at 5.648 trillion hryvnias. To cover its budgetary needs, Ukraine is also counting on international financial support. According to the Ministry of Finance’s estimates, the need for such support in 2027 will amount to $52.6 billion.

What Will Happen to Military Salaries

It is still too early to discuss the final amount of the military’s base pay for 2027. The current figure is part of the government’s draft budget, which may still change during parliamentary review. Therefore, the 20,000 hryvnias should currently be viewed as a baseline figure included in the draft, rather than as the final salary for all service members.

At the same time, discussions are ongoing regarding new contracts and increases in military pay. These issues may become among the key ones during the further refinement of the 2027 state budget. This
