A shelter for a kindergarten with 13 children will be built in the Kharkiv region at a cost of ₴132 million
The Capital Construction Department of the Kharkiv Regional Military Administration has signed a contract for the construction of a shelter for a kindergarten in the village of Staryi Saltiv, Chuhuiv District. The project is valued at 132.03 million hryvnias.

The procurement was conducted on March 5 through the public procurement system. The contract was awarded to the limited liability company “Slobozhanska Construction Company ‘Sargon.’” Construction is scheduled to be completed by the end of 2027.
The project involves the construction of a shelter for the “Barvinok-100” kindergarten in the village of Staryi Saltiv, located approximately seventeen kilometers from the border with the Russian Federation and forty-five kilometers from Kharkiv. According to community monitoring data, only thirteen preschool-aged children currently live in the village.
The project involves the construction of a single-story underground radiation shelter for 155 people, the installation of a diesel generator, utility and sports areas, the renovation of play areas, landscaping and lighting of the site, as well as the installation of ramps for people with limited mobility.
At the same time, Oleg Synyegubov, head of the Kharkiv Regional Military Administration, previously stated that he does not support the implementation of this project.
“If we look at the specific issue of the kindergarten—whether it makes sense to build it there—we know this story. Here’s how projects are submitted to the ministry: communities submit them themselves, uploading them to Dream. We can only either recommend it or not, or recommend it to the ministry at the final stage of decision-making. As for Staryi Saltiv, I personally will tell the ministry that we are against the implementation of this project, at least at this time.”
Despite this, officials from the regional military administration held a tender and selected a contractor. The cost estimate also includes inflated prices for certain construction materials, specifically concrete, rebar, and mixes, which could lead to a potential overpayment of several million hryvnias.
Additionally, the tender documentation required participants to personally review the project documentation and confirm this with a corresponding certificate.
