Authorities in Kyiv are investigating the death of a man following mobilization measures

In Kyiv, at the initiative of the Ombudsman’s Office, the prosecutor’s office opened criminal cases regarding possible abuse of authority by police officers and members of the Special Tactical Unit, as well as possible professional negligence on the part of medical personnel. 

In January 2026, a man was admitted to a Kyiv hospital with broken ribs and chest trauma, which, according to him, were inflicted by law enforcement officers. A few days after admission, the victim died at the medical facility. The body was released to the family for burial without the autopsy and forensic examination required in cases of possible violent death. This complicated the preservation of important evidence and the determination of the exact cause of the man’s death and the connection between his injuries and the fatal outcome. 

In light of this case, the Human Rights Commissioner is demanding that the Ministry of Defense reform the mobilization system and the Territorial Recruitment Centers to put an end to abuse. Lubinec emphasized that every case of abuse of power, violence, or humiliation of human dignity must be thoroughly investigated, and those responsible must be held accountable. The Commissioner also mentioned other high-profile cases, including threats made against a man by people in civilian clothing during mobilization activities in the Cherkasy region and an investigation by representatives of the Odesa Pretrial Detention Center regarding possible humiliation of a TCC and SP employee, the materials of which were forwarded to law enforcement agencies.

This was reported by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, on his official Telegram channel.

Three heads of district territorial recruitment and social support centers in the Ternopil region were notified of suspicion of entering false data into the automated military registration system.
