The Verkhovna Rada has given preliminary approval to a bill on electric scooters

The Parliamentary Committee on Transport and Infrastructure has officially recommended that the Verkhovna Rada adopt a bill establishing clear rules for users of electric vehicles. 

This refers to Bill No. 3023, designed to legally regulate the rights, obligations, and liability of citizens who operate light personal electric vehicles. This was announced by Oleksiy Biloshitsky, First Deputy Head of the Patrol Police Department.

As the patrol police representative noted, vehicles such as electric scooters, monowheels, and other similar devices have long been an integral part of urban spaces in Ukraine; however, the regulatory framework has not yet included any specific requirements regarding them. Once this law is finally adopted by the Verkhovna Rada, owners of light electric vehicles will officially acquire the status of full-fledged road users with all the corresponding consequences. Mandatory basic rules of conduct on the street and road network, as well as personal safety requirements, will be established for them.

The next step following the vote in the Verkhovna Rada chamber will be the corresponding adaptation of subordinate legislation by the Cabinet of Ministers. The government will introduce the necessary additions and amendments to the current Traffic Rules (TR), which will detail technical restrictions, speed limits, and safety considerations for the everyday use of personal electric vehicles. Currently, the bill is awaiting submission to the parliament for consideration in the first reading.

As a reminder, following a traffic accident in Vorzel, electric scooters have once again become a topic of discussion.

We previously reported that new rules for electric scooter rentals have taken effect in the Latvian capital, aimed at addressing the most common issues arising from the presence of this mode of transportation on the streets.
