A large-scale scheme to fraudulently obtain disability benefits for $10,000 was uncovered in Kyiv

Law enforcement officers in the capital dismantled a criminal group of seven individuals who had organized the illegal issuance of disability certificates for able-bodied men. 

For their services, the perpetrators demanded exorbitant sums from their “clients”—ranging from 25,000 to 30,000 U.S. dollars

Under the procedural guidance of the Pechersk District Prosecutor’s Office in Kyiv, all participants in the scheme have already been officially notified of the charges against them.

As the investigation revealed, the suspects in the case, in exchange for money, prepared medical documents detailing fictitious inpatient treatment for citizens. They included fabricated diagnoses in the medical certificates, claiming that the conscripts suffered from severe chronic illnesses. 

Subsequently, these “patients” were deliberately referred for a medical examination to a specific healthcare facility, where they were unimpeded in obtaining a disability classification of Group 2 or 3.

This criminal scheme had been operating successfully since 2024, allowing draft dodgers to avoid mobilization and travel abroad. 

It is noteworthy that the sons of all the suspects, without exception—who were subject to military service—had also managed to obtain similar fictitious disability status. Law enforcement agencies are currently conducting active investigations to identify other possible incidents and uncover the full circle of accomplices.

The organizers of the scheme turned out to be officials at various levels who had direct influence over decision-making. 

Among the seven suspects are the head of the Medical and Social Examination Commission (MSEC) at one of Kyiv’s hospitals, two practicing physicians, and the former head of one of Kyiv’s district military registration and enlistment offices. 

In addition to them, a tax service employee, a civilian pensioner, and a former medical expert from the Central Military Medical Commission of the Ministry of Defense were involved in the scheme.

This is not the first time one of the suspects has come to the attention of law enforcement agencies for similar crimes. In particular, the aforementioned former medical expert at the Ministry of Defense’s Central Military Medical Commission is currently a defendant in another criminal case. 

He is on trial for extorting $1,500 from a wounded ATO veteran in exchange for legally granting him disability status, and this trial is currently underway.
