A large-scale scheme involving the fraudulent use of disability status to avoid mobilization has been uncovered in Kyiv

In the capital, law enforcement officials have apprehended a 28-year-old Kyiv resident who had set up a large-scale illegal business selling fake medical documents to evade mobilization. 

This was reported by the Kyiv City Prosecutor’s Office.

The perpetrator promised conscripts full removal from the military registry or limited fitness status, pricing his “services” at tens of thousands of U.S. dollars.

The organizer of the scheme assured potential clients that he had reliable connections in regional recruitment centers, medical institutions, and the border service. 

For $15,000, he offered to secure a status of limited fitness for military service by forging medical reports.

For those who wanted a guaranteed way to leave Ukraine, there was a more expensive option costing $28,000. 

For this amount, the “client” was promised forged documents indicating a severe blood disorder, which would allow them to obtain a disability classification and be removed from military registration.

Despite the fact that the young man was not officially employed anywhere, he led a luxurious lifestyle and flaunted the success of his criminal enterprise. 

When meeting with buyers of fake certificates, he invariably arrived in luxury cars, emphasizing his status.

The arrest took place "in the act" while he was receiving another payment of $28,000, in accordance with Article 208 of the Criminal Procedure Code of Ukraine. 

The operation was conducted under the procedural supervision of prosecutors from the Obolon District Prosecutor’s Office of Kyiv.

The suspect has already been notified of charges of abuse of influence and the illegal transportation of persons across the state border. 

The court imposed a preventive measure of detention on the suspect but allowed for release on bail in the amount of 8.8 million hryvnias.

The investigation is ongoing, and law enforcement officials have already initiated proceedings to seize the luxury vehicle fleet used by the unemployed Kyiv resident.
