Kyiv has introduced a new assistance program for victims of shelling
Kyiv is introducing a new assistance program for residents whose homes have been destroyed or seriously damaged as a result of Russian attacks. People are promised a one-time payment of 40,000 hryvnias for rent and subsequent monthly compensation if the restoration of their homes is delayed.
Kyiv residents who have lost or had their homes significantly damaged due to Russian shelling will be able to receive financial support from the city, which is essentially intended to meet a basic need—providing a roof over their heads while their homes are being repaired. The Kyiv City Military Administration announced the new assistance mechanism, emphasizing that it involves both a one-time payment and long-term rental compensation.
According to KMA spokesperson Kateryna Pop, residents of apartments that have burned down or become uninhabitable due to structural damage can initially move temporarily to dormitories or social facilities within the city’s districts. This transitional arrangement, as noted by the administration, will be short-term—ranging from a few days to a maximum of one week—until people complete the paperwork for financial assistance.
After that, affected Kyiv residents will be able to receive a one-time payment of 40,000 hryvnias, intended for renting temporary housing. If the restoration of the building is delayed, additional compensation is provided—about 20,000 hryvnias per month, but for no more than one year. In this way, the city is attempting to cover housing costs during the period when returning home is impossible.
Following the massive attack on the night of June 15, relief centers for victims began operating in Kyiv, where residents can receive counseling, assistance with paperwork, and basic materials to temporarily seal damaged windows. These centers are staffed by medical professionals, psychologists, representatives of the State Emergency Service, social workers, and volunteers who coordinate immediate support.
City officials note that damage was reported across all districts of the capital that night, with fires and destruction of civilian infrastructure. There are reports of fatalities and dozens of injured, including children, and authorities do not rule out that these numbers may rise further as data is verified.
Separately, it is reported that due to the strike, part of the city was temporarily left without electricity—according to energy officials, more than 140,000 residents of Kyiv’s northern districts were left without power, though a significant portion of consumers have already been reconnected to the grid. Kateryna Pop, spokesperson for the Kyiv City Military Administration, shared this information in a comment to hromadske.
