In Mykolaiv, debt collectors will be handling water bill debtors

The municipal utility “Mykolaivvodokanal” has decided to radically change its approach to dealing with delinquent payers and has announced a tender to engage collection agencies

Private collection agencies will work with local residents who have accumulated years of debt for water consumption and wastewater services.

The corresponding announcement appeared on the Prozorro public procurement platform on June 22, and the submission of bids from potential contractors will continue until June 30. 

The expected cost of the procurement is 1.24 million UAH, while the projected amount the company plans to recover with the help of specialists is 6.2 million UAH. 

Funding for the services will come exclusively from the water utility’s own budget.

The main condition for cooperation with debt collection agencies is payment based solely on actual results. If the contracted companies fail to secure repayment in a given month, the utility will not pay for their services. 

The contractor’s main task is to secure debt repayment through official letters, claims, and other forms of legal communication with delinquent payers, whose registry will be transferred in stages.

The most critical situation at the utility concerns the service fee, where the total debt has already exceeded 42 million hryvnias. Some residents of Mykolaiv have completely ignored this payment since its introduction in 2022. 

“Over the past four years, nearly 47,000 subscribers have never paid their subscription fee, leading to the accumulation of significant debts,” the water utility states.
