Plans are underway to build a residential neighborhood in Mukachevo on the site of the Mriya knitwear factory

Members of the Mukachevo City Council approved a detailed plan for the area bounded by Tomáš Masaryk Street and Volodymyr Danchevsky Street, where the “Mriya” knitwear factory is located. 

This refers to a 4.1-hectare municipally owned plot of land that currently houses the production facilities of the Mukachevo “Mriya” knitwear factory.

According to the approved detailed land-use plan, a modern residential neighborhood with public and commercial infrastructure is planned to be built on the site of the factory. The project calls for the construction of four high-rise buildings ranging from 4 to 12 stories, which will contain 471 apartments for approximately 1,178 residents. The plan also includes underground and covered parking garages, open-air parking spaces, landscaped public spaces, pedestrian zones, and a courtyard.

In November 2025, the factory—which had previously been a subsidiary of the Lithuanian company “Utenos Trikotažas”—was acquired by the Mukachevo-based company “Translum, owned by Vladislav Vitvinov.

According to journalists, until 2024, Vladislav Vitvinov headed “Andezit-M” LLC, owned by Pavlo Baloha, the brother of Mukachevo Mayor Andriy Baloha. In addition, “Translum” and “Andezit-M” are registered at the same address.

Reportedly, the detailed land-use plan was supported by 24 of the 25 council members present at the city council meeting. Mayor Andriy Baloha did not participate in the vote.

The corresponding decision was adopted on July 9 during a city council session.

As a reminder, the city council approved a public investment project titled “New Construction of a Dual-Purpose Facility (with protective properties of a radiation shelter) with a capacity of 200 people” on the territory of the “Khortytsia” National Reserve in Zaporizhzhia. The project involves the construction of a unique shelter.

Ukraine and Romania signed a protocol on the implementation of a joint infrastructure project on the “Porubne–Siret” route, which involves the construction of an expressway and the modernization of border infrastructure.
