The Rada has approved a bill to regulate Telegram

On March 25, 2026, the relevant committee of the Verkhovna Rada unanimously approved Bill No. 11115 on the regulation of digital platforms. 

According to the initiative’s author, Mykola Knyazhitsky, the document does not provide for censorship or bans on services, but rather establishes basic accountability of resource owners to the state. The need to adopt the bill has become more urgent due to the use of messaging apps, social media, and video games by Russian intelligence agencies to recruit citizens, coordinate sabotage, and spread disinformation.

The bill requires platform administrators to disclose their ownership structure and sources of funding, as well as to appoint authorized representatives to communicate with government agencies. In cases of terrorism or threats to national security, companies must cooperate promptly with law enforcement agencies. A system of sanctions is provided for violators, including financial fines and restrictions on the use of services by government agencies and banks. The initiative complies with European legislation and has received support at the European Commission level in the context of wartime conditions.
