The Rada proposes prison sentences for denying the Holodomor

Bill No. 15192 has been registered in the Verkhovna Rada; it provides for criminal liability for publicly denying that the 1932–1933 Holodomor was a genocide of the Ukrainian people.

This is reported on the parliament’s website.

The initiative provides for punishment in the form of imprisonment for a term of three to seven years.

The explanatory note states that the need for such a law stems from threats to national security and information attacks aimed at undermining Ukrainian identity.

The authors of the document emphasize that the Holodomor is not only a historical tragedy but also a key element of national memory, and its denial is viewed as a threat to society.

The aim of the bill is to protect historical truth, uphold the dignity of the victims, and strengthen Ukraine’s national security.

Political and civic leaders, as well as historians from Germany, Poland, and Ukraine, sent a letter to the German Ministry of Education calling for the inclusion of the 1932–1933 Holodomor in school history curricula. The initiative aims to raise public awareness of this tragedy of the Ukrainian people.

The book “Three Steps of the Holodomor,” published by the Ukrainian foundation “UNABOOK” in Hungary, has been included in the prestigious Honor List of the International Board on Books for Young People (IBBY) for 2025.
