New charges and arrests are being prepared in the "Khimprom" case — National Police
The head of the National Police announced new developments in the investigation into the activities of the "Khimprom" group. According to him, investigators have documented the actions of many individuals involved. Following the completion of forensic examinations and the receipt of their results, further arrests and the issuance of formal charges to those implicated in the case are expected.
Deputy Head of the National Police Andriy Nebitov made this statement on television.
“We have already managed to document the criminal activities of a great many individuals. And in the future, after these materials are formalized, expert analyses are conducted, and results are received, there will be additional arrests, charges will be filed, and criminal liability will be pursued,” Nebitov said.
Responding to a question about how exactly this network was exposed, the Deputy Head of the National Police explained that law enforcement officials, realizing that documenting criminals within the framework of 1-2 criminal proceedings could lead to information leaks, documented them in more than 10 criminal proceedings.
“Separately, relevant investigative and operational groups were established on the ground, and in this way we ensured security and prevented any potential leakage of information regarding our investigation,” he explained.
Nebitov noted that “Khimprom” is a criminal organization that has been influencing drug-related crime in Ukraine since practically 2016.
“The organizer himself is a Russian who was involved in similar activities in Russia, where he is also being prosecuted. But, unfortunately, after fleeing Russia, he expanded these activities directly in Ukraine. In 2019, the Security Service of Ukraine carried out a corresponding operation, and 30 members of this ‘Khimprom’ were charged,” stated the deputy head of the NPU.
He reported that at that time, the leaders (of this group—ed.) managed to flee using forged documents.
“And to date, he (nicknamed ‘The Mexican’—ed.) has never been in Ukraine. He has continued to influence the Ukrainian drug trade. In particular, after 2023, when we restructured the Department for Combating Drug Crime, we managed to gather information about this individual’s continued influence on the criminal underworld,” Nebitov noted.
The Deputy Head of the National Police of Ukraine reported that law enforcement officers identified general criminal offenses after they documented the activities of fraudulent call centers operated under the Mexican’s leadership that defrauded European citizens of their funds.
“All individuals who disagreed with him, were disobedient, had somehow offended him, or even owed him money were subjected to violent general criminal offenses. And sometime in mid-2025, we observed that they began implementing the U420 project,” Nebitov said.
