Ukraine is not negotiating the return of men from Germany

Ukraine is not conducting any intergovernmental negotiations with Germany regarding the return of Ukrainian men to their homeland. This issue is not being raised in Berlin either. This was stated by Minister of Social Policy Denys Ulyutin following his visit to Germany.

 

Ukraine is not currently working with German authorities on the return of men of draft age. According to Minister of Social Policy Denys Ulyutin, this issue was not raised at all during his meetings with German colleagues.

He said he held several talks with representatives of the German government, including during intergovernmental consultations. But none of his counterparts raised the issue of returning Ukrainians. “Over these two days, I met with three colleagues; we spoke informally as well, but none of the ministers brought up this issue,” Ulyutin said.

The minister also emphasized that Germany has not made any demands regarding the return of Ukrainian men to Ukraine. According to him, such discussions may take place in public debates, but not at the government level. “They are not making such a demand of us. That is, there is no such intergovernmental work underway—for us to take them and transport them out. There is no such thing,” he emphasized.

At the same time, Ulyutin acknowledged that Ukraine is interested in the return of its citizens. This is primarily due to economic factors, as these people are an important part of the working-age population: “We understand that we need them, first and foremost as an economic segment,” the minister added.

Against this backdrop, the issue of returning Ukrainians from abroad remains sensitive, but for now it is not the subject of official agreements between Kyiv and Berlin.

Ukraine has also launched the Defense AI Center “A1”—a center designed to integrate artificial intelligence into warfare. Its mission is to help the army respond more quickly, gain better battlefield visibility, and reduce casualties.
