Ukraine will maintain restrictions on Russian citizens after the war
Even after the war ends, Ukraine will maintain strict restrictions on the entry of Russian citizens, tightening checks and authorization procedures. This was stated by Foreign Minister Andriy Sibiga, who emphasized that Russia is considered an aggressor state. According to him, a mass influx of Russians into Ukraine is not expected.
Ukraine does not plan to ease border controls for Russian citizens even after the end of hostilities, as the Foreign Ministry emphasizes that this is an aggressor state, to which borders cannot be automatically opened, and every entry will continue to undergo special checks and authorization procedures.
This was stated by Foreign Minister Andriy Sibiga during a joint press conference with his Slovak counterpart Juraj Blanár, commenting on the question of a possible mass influx of Russian citizens into Ukraine after the war. “For us, Russia is an enemy country; it is an aggressor state. It is impossible for a Russian citizen to enter Ukraine without special permission, a visa, or verification and screening by all our relevant agencies,” Sibiga emphasized, noting that the current control system already includes strict security measures.
The minister added that Ukraine currently does not foresee a threat of a mass influx of migrants from Russia after the war; however, this does not mean a relaxation of policy, as the approach toward citizens of the aggressor country remains fundamentally cautious and controlled. According to Sibiga, even in the future, “special restrictive procedures” will apply to Russian citizens, designed to ensure national security and eliminate the risks of uncontrolled entry.
Thus, Ukraine is effectively establishing a long-term model of strict border control regarding Russian citizens, which will remain in effect not only during the war but also after its conclusion.
