Ukraine needs €5.4 billion to prepare for the 2026–2027 heating season — Shmyhal

Ukraine needs at least €5.4 billion to prepare for the 2026–2027 heating season. 

This was stated by Energy Minister Denys Shmyhal during a meeting of the Ukraine Energy Coordinating Group (“Energy Ramstein”).

According to the minister, part of the necessary resources has already been identified, but additional funding is needed to fully ensure the country’s energy security.

He specifically noted that the immediate priority requirement currently stands at €829 million.

Shmyhal also reported that Ukrainian specialists have inspected decommissioned thermal power plants in a number of European countries—Latvia, Lithuania, Slovakia, Austria, and Croatia.

According to him, the equipment that can be transferred to Ukraine to restore damaged energy facilities has already been identified.

“We have identified the equipment that can be transferred to Ukraine, and we are now moving on to the next stage—the physical delivery and transfer to the damaged energy facilities,” the minister noted.

The government plans to focus on the practical implementation of agreements with partners to increase the resilience of the power grid ahead of winter.
