In Cyprus, three countries have joined the PURL with €350–400 million, — Zelenskyy
Ukrainian President Volodymyr Zelenskyy announced an expansion of international support under the Priority List of Ukraine’s Needs (PURL) initiative. During the European Union summit in Cyprus, three countries joined the program, though their names have not been disclosed.
The head of state made this announcement at a joint press conference with Moldovan President Maia Sandu in Kyiv.
“We are grateful to three countries—we agreed that the specific names of these countries would not be made public—and three countries joined the PURL program during the Cyprus summit, for a total amount of approximately EUR350–400 million,” Zelenskyy said.
The president noted that funds under the PURL are directed toward promptly addressing the key needs of the Ukrainian Armed Forces.
At the same time, he emphasized that despite the relatively small amount of this funding, there are also larger-scale solutions at the EU level.
Zelenskyy recalled the release of a €90 billion reparations loan from the European Union, half of which will be disbursed this year.
“This isn’t billions, but nevertheless, there is another decision involving billions,” he noted.
According to the president, the first tranche is planned to be directed toward the development of domestic production.
“That is, drones and miltech, the entire sector,” the head of state clarified.
Separately, Zelenskyy reported that Germany supported the position that funding within the €90 billion framework should not affect bilateral aid provided for under security agreements.
“That is, there are calculations regarding these tranches, and there is our bilateral funding, which we are counting on to strengthen Ukraine—including weapons, energy, and social payments. This decision has also been made, and it is very important,” the president emphasized.
As a reminder, during the “Ramstein” meeting, several partner countries announced additional contributions to the PURL (Prioritized Ukraine Requirements List) program, which provides for the procurement of American weapons for Ukraine.
