Ukrzaliznytsia is considering introducing passenger insurance based on the airline model

Ukrzaliznytsia is exploring the possibility of introducing passenger insurance, similar to that in the aviation industry, to cover the risks of train delays and health-related damages.

This was announced by Board Chairman Oleksandr Pertsovskyi, according to Interfax-Ukraine, who noted the company’s readiness to develop products with the insurance market to cover potential delays. The question of insurers’ willingness to assume these risks remains open, given traditional exclusions for force majeure events.

Pertsovsky emphasized that the company is open to proposals and collaboration with the market on these passenger protection tools. At the same time, he assured that the cost of passenger train tickets will remain reasonable and affordable for citizens until the end of martial law. Despite discussions of new insurance models, the priority remains maintaining the social accessibility of rail transport amid Russian aggression.

On March 24, 2026, Oleksandr Pertsovskyi, Chairman of the Board of JSC “Ukrzaliznytsia,” announced a change in the Russian Federation’s shelling tactics, noting that since late 2025, it has begun systematically attacking rolling stock while it is in motion.

In the Kharkiv region, a Russian drone struck a commuter train. No passengers were injured in the attack, but the train driver and his assistant were wounded.
