Ukrainian Government allocates nearly ₴1 billion to support frontline communities

Frontline communities in Ukraine will receive approximately ₴936.6 million to restore infrastructure, particularly utility networks such as heating and electricity, Olena Shulyak, chair of the Verkhovna Rada Committee on Organisation of State Power, Local Self-Government, Regional Development and Urban Planning, and head of the Servant of the People party, announced, according to RBC-Ukraine.

The funding will be distributed following a decision adopted on 13 November, providing subsidies for 93 communities across nine regions affected by hostilities: Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, and Chernihiv. The first tranche of funding will complete subsidies for critical infrastructure, utility services equipment, and support for local businesses operating near the front line.

“These will be additional subsidies for 93 territorial communities in nine regions. These funds are for heating homes, stable operation of networks, shelters, equipment for utilities, and support for people and local businesses that continue to operate near the front line. The first tranche is almost ₴1 billion, with more planned,” Shulyak said.

Fund Allocation:

  • ₴360 million – to nine regional budgets (₴40 million per region)
  • ₴576.6 million – to 93 local community budgets

Planned Measures:

  • Construction and equipping of primary (mobile) shelters
  • Protection of critical infrastructure through reinforcement of key equipment
  • Emergency rescue and urgent restoration work after shelling
  • Repair of external and internal engineering networks (electricity, heating, water supply, etc.)
  • Purchase of specialized transport, including tractors, to support life-sustaining systems
  • Purchase of building materials for emergency repairs
  • Procurement of fuel and lubricants for life support during autumn and winter

Shulyak emphasized that effective use of funding depends on cooperation between central and local authorities. She cited the Mykolaiv region as a successful example, where the central government managed the water supply while local authorities organized resilience points providing residents with drinking water and essentials.

“When central and local authorities coordinate in their respective areas, it is possible to use funds effectively to solve the problems they are intended for. This model is optimal,” Shulyak concluded.
