The government is preparing compensation for farmers for crops lost due to the war

In 2026, the Cabinet of Ministers plans to introduce a mechanism for verifying crops that farmers have lost or had damaged due to hostilities. Compensation payments are to be provided to affected agricultural producers.

In 2027, the government plans to expand the program to cover cases of crop damage or loss caused by man-made and natural disasters.

A separate objective for 2027 is to introduce a mechanism for utilizing agricultural land lease rights to lift the ban on foreclosure on lease rights and to use lease rights as collateral for agricultural promissory notes.

Regarding access to state support, the program provides for the implementation of existing and new support programs through the State Agricultural Register (DAR) in 2026–2027.

It is anticipated that in 2027, at least 80% of government support for the agricultural sector will be provided through the SAR.

The government also plans to ensure the full-scale operation of the Paying Agency’s certification body in 2027 and to introduce an integrated administration and control system, as well as a data system for the sustainable development of agriculture at the national level.

As previously reported, on August 17, the Cabinet of Ministers of Ukraine approved the Government Action Program. Verkhovna Rada Chairman Ruslan Stefanchuk stated that parliament will review the Program in the near future in accordance with established procedures.

Ukraine has harvested nearly 31 million metric tons of grain from the new crop.

As a reminder, Ukraine has increased its trade in agricultural products with the EU by 11%.

The All-Ukrainian Agrarian Council (VAR) has appealed to Prime Minister Serhiy Koretsky, urging him to take immediate measures to resolve the issue of blocked seaports. The association warns that further deterioration of the situation could lead to mass bankruptcies of agricultural enterprises and a large-scale crisis in one of the key sectors of the Ukrainian economy.

As a reminder, the first civilian air defense units have begun operations at Ukrainian seaports and railway infrastructure facilities.
