The government has updated the State Register of Military Personnel
On July 29, the Cabinet of Ministers approved amendments to the procedures for maintaining the State Register of Military Personnel and operating the state web portal for electronic services in the field of national security and defense. Thanks to these changes, military personnel will be able to generate their own extracts from the register via their electronic account.
The document stipulates that the portal will offer the option to use artificial intelligence technologies to access electronic public services in the field of national security and defense. Users will also be provided with information on how to use the online account for conscripts, those subject to military service, reservists, and military personnel.
In addition, military personnel will be able to generate an extract from the State Register of Military Personnel through the electronic portal.
The government has also clarified the definition of an extract from the registry. It may be generated via the State Web Portal for Electronic Public Services in the Field of National Security and Defense or through other information and communication systems of the Ministry of Defense (subject to technical feasibility).
The extract will contain:
- last name, first name, and patronymic (if applicable);
- date of birth;
- taxpayer identification number or passport details;
- the unique extract number and a QR code;
- the date of commencement of military service (if applicable);
- type of military service;
- place of military service;
- status of the registry entry.
The document specifies that the extract will be valid only if it includes a QR code. It can be verified through the portal or the Unified State Web Portal of Electronic Services by scanning the code.
The government has also updated the list of statuses in the registry. Active statuses will include records of service members who are currently serving, have deserted their military unit, have had their service suspended, are considered missing under special circumstances, are in captivity, are interned, or have been declared missing by a court.
Inactive records include those of individuals who have been killed in action, have died, have been declared dead by a court, have been discharged from military service, or have been transferred to other military units.
In addition, the list of government information resources with which the registry will interact has been expanded. In particular, it will receive information from the Unified Register of Persons Whose Deprivation of Personal Liberty Has Been Established as a Result of Armed Aggression Against Ukraine and the Unified State Register of Court Decisions.
The registry will also receive information from the Unified State Demographic Registry, the State Registry of Civil Status Acts, the information system on the treatment of prisoners of war, the Unified Register of Persons Missing Under Special Circumstances, as well as information regarding the establishment of the fact of deprivation of personal liberty as a result of armed aggression against Ukraine and court decisions declaring a person missing or presumed dead.

As a reminder, on the night of July 29, the Ukrainian Armed Forces carried out strikes on a number of military and infrastructure facilities on the territory of Russia and in the temporarily occupied Crimea. Among the targets struck were the Ryazan Oil Refinery, a base for Russian Black Sea Fleet vessels, a radar station, and military logistics facilities.
On July 29, Ukrainian President Volodymyr Zelenskyy announced new results of strikes against Russian facilities used to support and prolong the war against Ukraine.
