The National Anti-Corruption Bureau of Ukraine (NABU) is investigating a possible corruption scheme at the Asset Recovery and Management Agency (ARMA), which allegedly involves the embezzlement of approximately $400,000 from the agency’s accounts.
According to the investigation, the six suspects include Vitaliy Sygydin, Volodymyr Pavlenko, and Vakhtang Bochorishvili.
Separately, law enforcement officials have uncovered another scheme involving the transfer of luxury vehicles to be managed by “affiliated” entities. According to the investigation, participants in the scheme may have received monthly “kickbacks” for each vehicle transferred.
Vasyl Migay and Denys Serdyuk are implicated in this part of the case. According to NABU, Serdyuk may have used part of the embezzled funds to purchase a car, while Migay allegedly accompanied a front man during the withdrawal of cash from the bank and subsequent financial transactions, including transfers of funds to other participants in the scheme.
Law enforcement officials also report that Vasyl Migay is wanted by NABU in connection with criminal proceeding No. 52022000000000188 dated July 19, 2022.
He is charged with aiding and abetting the misappropriation of property and the legalization of proceeds obtained by criminal means (Part 5 of Article 27, Part 5 of Article 191, and Part 2 of Article 209 of the Criminal Code of Ukraine).
The investigation is ongoing, and law enforcement officials are identifying other possible participants and the mechanisms used to siphon funds from state assets.
The position of ARMA head has remained vacant since Olena Duma’s dismissal in July 2025.
An independent external audit of ARMA’s effectiveness has begun.
It was previously reported that the Asset Recovery and Management Agency (ARMA) would investigate the winners of the auction for the sale of 460 hectares of land on the Borzhava Plateau in Zakarpattia Oblast, who turned out to be individuals associated with Serhiy Lyovochkin—a People’s Deputy from the Opposition Platform—For Life party and former head of the Presidential Administration under Viktor Yanukovych.
The Asset Recovery and Management Agency refused to sign the auction protocols in the “Prozorro.Sales” system regarding the sale of 460 hectares of land on the Borzhava Plateau.
