In Odesa, the prosecutor's office will investigate the site where a woman was killed during the Russian attack

Law enforcement officials have launched an additional investigation following the death of a 26-year-old woman on one of Odesa’s beaches as a result of a Russian attack on June 23. The investigation is examining the legality of the beach area’s operations and the actions of city council officials.

A criminal case has been opened in connection with the tragedy under Part 3 of Article 367 of the Criminal Code of Ukraine—official negligence resulting in the death of a person.

As part of the investigation, law enforcement officials will assess the legality of the actions taken by Odesa City Council officials and business representatives who organized the beach area where the tragedy occurred.

The investigation will pay particular attention to verifying the legality of the operation of the location where vacationers were present during the attack.

Ihor Koval, acting mayor of Odesa, previously reported that the beach where the woman died was not included in the list of areas officially open to the public.

As of June 24, the beach and the commercial area were closed to visitors.

The victim’s body was sent for a forensic medical examination.

According to preliminary data, the 26-year-old woman died from acute blood loss after being wounded by debris from a Russian drone, which likely struck her in the neck.

In addition, a 39-year-old man who was also on the beach was injured during the Russian attack on Odesa.

The penalty for professional negligence resulting in death carries a sentence of five to eight years in prison.

The investigation is ongoing. Law enforcement officials are establishing all the circumstances of the tragedy and verifying whether safety requirements were followed during the operation of the beach area under martial law.

The beach in Odesa, where a woman was killed and a man was injured as a result of a Russian attack, is not included in the list of officially authorized recreational areas.

As a reminder, during the Russian attack on June 23, drones flew over the coastal area of Odesa, where vacationers were present. The strike resulted in one fatality and one injury; the injured person is receiving medical care, and the circumstances of the incident are being investigated.
