In Odesa, 30 mm of rain fell in half an hour on the morning of July 22—about two-thirds of the monthly average, which is 45 mm. Due to flooding following the downpour, seven streets in the city were closed, according to the Odesa City Council.

In areas where water traditionally accumulates during heavy rains, 30 pieces of specialized equipment and 50 employees of the “City Roads” municipal enterprise were working from the start of the downpour. From 7:00 a.m., 44 pieces of equipment and 269 employees of the enterprise were deployed to the site.

As of 9:50 a.m., Balkivska Street remained closed to traffic due to significant silt buildup on the roadway. Municipal services will continue to clear the streets.

Leonid Grebenyuk, head of the Department of Municipal Services, stated that Infox LLC had not fully completed the work commissioned in October 2025 to clean the storm drains on Balkivska and Primorska Streets. According to him, this reduces the drainage capacity of the sewers and causes flooding on these streets. Infox management reported that all pumping stations serviced by the company were operating normally.
