In Ukraine, more than half of all residential buildings have been prepared for the heating season

Preparations for the 2026/27 fall-winter period are underway in Ukraine. As of August 1, nearly 60% of residential buildings, over 62% of social facilities, and more than 60% of boiler rooms have been prepared.

Special attention is being paid to ensuring backup power supplies for heat and water supply facilities.

The total demand for backup power sources is 1,214.6 MW. Currently, 918.5 MW, or 75.6% of the demand, has been secured.

At the same time, by the start of the heating season, the regions must increase backup power capacity by another 20% in accordance with the Comprehensive Resilience Plans.

As of August 1, the following have been prepared in Ukraine:

  • nearly 60% of residential buildings;
  • over 62% of social facilities;
  • over 60% of boiler rooms.

According to Mykola Kalashnyk, Ukraine’s Minister of Recovery, Infrastructure, and Transport, in the context of a full-scale war, preparations for the heating season involve more than just scheduled repairs.

“In wartime, readiness for the heating season means much more than just carrying out scheduled repairs. Each region must be prepared for various scenarios: from prolonged power outages to damage to critical infrastructure. Therefore, our task now is not only to meet planned targets but to build a real reserve of resilience. This includes backup power, alternative heat sources, emergency equipment reserves, trained personnel, and clear protocols for responding to emergencies,” Kalashnik noted.

The regions are also required to conduct command-and-staff exercises to practice emergency response procedures.

In addition, regions have been instructed to inspect backup heating systems, establish emergency reserves of equipment and materials, and update temporary heating supply plans.

Separately, they plan to assess the staffing levels at enterprises and the availability of workers in critically important specialties.

These preparations are intended to ensure the stable operation of heating and water supply systems even in the event of prolonged power outages or damage to critical infrastructure.

This was reported by the Ministry of Recovery, Infrastructure, and Transport of Ukraine following a regular meeting of the task force on preparations for the heating season.

In Ukraine, scheduled maintenance work has been completed on five nuclear power units, which are now ready for operation during the upcoming heating season.

Petro Panteleev, Acting First Deputy Head of the Kyiv City State Administration, reported on the current status of Kyiv’s preparations for winter during a briefing.
