Ukraine Still Lacks a Unified Registry of Victims of Russian Aggression – Lubinets

To date, Ukraine has no clear record of all citizens who have suffered as a result of Russian aggression since 2014. National legislation still does not even contain an official definition of who exactly is considered a victim of hostilities and occupation. 

This was reported in a statement by Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, during his press conference. The Ombudsman emphasized that the lack of a legal definition significantly complicates the development of effective state policies to provide assistance and support to such citizens.

The official stressed the need to urgently launch a comprehensive registration system, as inaction on this issue threatens to result in the loss of an entire generation of Ukrainians. Lubinets emphasized that the state must clearly define the criteria for obtaining this status, particularly for those who have lost their health, loved ones, or homes. The creation of a unified database will make it possible to assess the actual number of victims and develop effective mechanisms to protect their rights at the national and international levels.

The Verkhovna Rada adopted a law on the creation of a registry of children affected by Russian aggression.
