Ukraine is preparing to reinstate mandatory vehicle inspections for passenger cars by 2027

Ukraine plans to reinstate mandatory vehicle inspections for passenger cars, which were abolished in 2011. The new system is expected to be launched by the end of 2027.

According to an expert, the introduction of vehicle inspections is part of Ukraine’s obligations to the EU under Directive 2014/45/EU on periodic technical inspections of vehicles.

Key changes include:

  • mandatory training and recertification of inspectors
  • ensuring the independence of inspectors (with compensation not dependent on the results of the inspection)
  • the creation of an electronic system for the accreditation and registration of vehicle inspection stations
  • the establishment of a separate profession—technical inspection inspector
  • recertification of inspectors’ qualifications every 5 years

It is also planned that the results of technical inspections will be documented with photo and video evidence, and the data will be analyzed by an artificial intelligence-based system to detect violations.

In the EU, vehicle inspections are viewed not as a formality, but as a tool for reducing accidents, lowering mortality and injury rates, and improving environmental safety.

Brussels will evaluate not only the existence of the law but also the effectiveness and transparency of the system.

Along with the reform, an anti-corruption study was conducted by the civil society organization “Together Against Corruption.” According to Kosse, it revealed risks of old schemes resurfacing.

Among the problems: the vehicle inspection station itself, rather than the state, stores the video recordings; measurement data can be entered manually; and inspectors’ accountability is blurred.

Experts warn that unless these risks are addressed, the system may be formally updated but will retain its vulnerabilities to corruption.

The draft law is expected to be made public by the end of the summer, and it will be submitted to parliament in September–October.

Ukraine plans to introduce mandatory technical inspections for all passenger cars. The relevant changes are to be adopted by the end of 2027 as part of Ukraine’s commitments to the European Union. This was stated by Serhiy Derkach, Deputy Minister of Community and Territorial Development of Ukraine, during a roundtable discussion on the formalization and regulation of Ukraine’s automotive market.

Earlier, the Cabinet of Ministers approved a decision to simplify technical inspections for international carriers.
