Ukraine plans to simplify the process of issuing driver's licenses
An initiative has emerged in Ukraine to change the rules for issuing driver’s licenses and automatically grant lower categories to those who are already authorized to drive more complex vehicles. The idea is currently in the form of a petition and is awaiting public support.
Ukraine may significantly change its approach to how drivers obtain and expand their licenses, and this is not about minor adjustments, but rather an attempt to simplify the very logic of the system, which today seems unnecessarily complex and bureaucratic to many.
This refers to an initiative registered as a petition to the Cabinet of Ministers, which proposes automatically granting lower vehicle categories to drivers who have already obtained or are in the process of obtaining higher categories, specifically C, C1, D, D1, CE, and DE, since, according to the authors, if a person has already undergone training for complex vehicles, driving lighter ones should not require repeated procedures or new exams.
The document emphasizes that the current system often forces drivers to undergo additional steps even in cases where their skills have already been verified, and this, according to the initiators, creates unnecessary waste of time, money, and strain on the Ministry of Internal Affairs’ service centers. Separately, it is proposed that such automatically granted categories be reflected not only on the physical license but also in electronic services, specifically in “Dii” and the driver’s electronic account, and remain valid during routine document renewal.
The petition’s authors argue that such changes could make the system simpler and more transparent, reduce bureaucracy and potential corruption risks, and generally make government services more convenient for citizens.
At the same time, the document is currently in the signature-gathering stage, and for the government to consider it, the initiative must garner the necessary support within a specified timeframe; at the time of publication, there were still 92 days remaining. This is reported by the Judicial and Legal Newspaper.
The State Property Fund of Ukraine has published a monthly schedule for the preparation and conduct of auctions for seven priority industrial lots. Proceeds from privatization are expected to serve as an additional source for attracting foreign investment.
