Ukraine has updated the rules for traveling abroad for certain civil servants

A government resolution has come into effect that changes the procedure for civil servants to travel abroad. In particular, restrictions have been lifted for most women in the civil service; however, the new rules do not apply to all job categories.

This was reported by the State Border Guard Service on May 11.

Most women working in government agencies, local government bodies, state-owned enterprises, and other designated organizations can now cross the border without additional restrictions.

The changes do not apply to women holding key leadership positions. The following remain subject to restrictions:

  • members of the Cabinet of Ministers;
  • heads of ministries, central executive bodies, and their deputies;
  • the leadership of the Office of the President, the Secretariat of the Verkhovna Rada, the National Security and Defense Council, the Security Service of Ukraine, and the National Bank;
  • members of parliament;
  • judges of the Supreme Court and the Constitutional Court;
  • prosecutors of the Office of the Prosecutor General;
  • heads of state-owned enterprises and state agencies with authority over the entire territory of Ukraine.

    For them, the rules remain unchanged.

State authorities, local self-government bodies, and enterprise heads are required to submit updated lists of officials subject to the restrictions to the State Border Service Administration within three days.

If personnel changes occur, the updated information must be submitted no later than the day following the adoption of the relevant decision.

Conscripts with a valid deferment from conscription or a reservation will not be sent for a medical examination by a military medical commission.

Earlier, lawyer Yuriy Tanasiychuk explained whether the mobilization of women will begin in Ukraine and who is required to undergo a medical examination by the military medical commission within 60 days.

As a reminder, Russian propagandists are spreading information about alleged plans by the Ukrainian authorities to begin mass mobilization of women, including girls aged 18 and older, starting September 1, 2025. However, this is fake news.
