Ukraine to Double Student Scholarships
Starting September 1, 2026, academic scholarships for students in vocational, pre-higher, and higher education in Ukraine will double. The Cabinet of Ministers of Ukraine has approved the corresponding changes to the scholarship system.
The decision was prepared by the Ministry of Education and Science in accordance with the president’s initiative to strengthen financial support for students.
According to the ministry, the 2026 state budget allocates 1.2 billion hryvnias more for academic and named scholarships than in the previous year.
“Doubling the payments makes state support more tangible and provides more opportunities to focus on studies and academic performance,” said Mykola Trofimenko, Deputy Minister of Education and Science.
The changes will apply to students studying under state-funded programs.
The Cabinet of Ministers also decided to double certain scholarships for schoolchildren and college students who have won academic competitions.
In addition, the government has set new amounts for the President of Ukraine’s scholarships for the most gifted young artists:
- 2,500 UAH—for students at art high schools;
- 7,600 UAH – for students in vocational pre-higher education;
- 10,000 UAH – for undergraduate and graduate students.
The resolution also provides for a number of other changes to the scholarship system.
In particular, the government has clarified the eligibility for academic scholarships for full-time graduate students enrolled in private higher education institutions under a state-funded quota.
Students will also be able to retain their right to an awarded academic scholarship while participating in academic mobility programs—provided they meet the established requirements.
Thus, starting in September 2026, the government will significantly increase financial support for students and pupils and expand certain opportunities for receiving scholarships.

As a reminder, starting September 1, teachers’ salaries will increase by 20%, and student scholarships will double. In addition, more than 3 million schoolchildren will receive free meals.
The Cabinet of Ministers of Ukraine has approved the allocation of 6.2 billion hryvnias in subsidies from the state budget to local budgets for additional payments to teachers.
The Ministry of Education and Science has created a special online calculator that allows teachers to calculate their own salaries, taking the pay raise into account.
