Ukraine is discussing measures targeting men who have not updated their registration records for years and are not participating in either military service or formal employment. According to government officials, this concerns approximately 2 million people whom they plan to “bring out of the shadows” by updating their registration records and integrating them into the legal economy.
This was announced by Ukraine’s Minister of Economy, Environment, and Agriculture Oleksiy Sobolev during a televised marathon.

According to him, options must be found to bring these citizens out of the “gray zone.”
“We are working with the Ministry of Defense to bring this resource into the economy and for the needs of the defense forces. Because during martial law, as is the case today, a person must either work or fight,” the minister stated.
Sobolev noted that those who are currently hiding from the state must have an alternative: either official employment and paying taxes, or military service.
According to the official, the Ukrainian economy is currently suffering from a labor shortage, particularly in strategically important sectors where workers are guaranteed exemption from mobilization.
“It is entirely possible to find a job with an exemption in Ukraine. And we really need people to work on defense,” the economy minister emphasized.
As a reminder, officials from the Territorial Recruitment Center in Ivano-Frankivsk face up to 12 years in prison for torture.
