A widow was denied an investigation into her husband's death following treatment at Odrex
The widow of a patient at the Odrex private clinic in Odesa, who died following treatment, is seeking to have a clinical expert commission investigate the medical staff’s actions. The woman discovered discrepancies in the medical records, but her request for an investigation was denied.
According to her, local officials are effectively blocking the investigation, despite instructions from the Ministry of Health.
The commission will not be able to be held
Olga Melay—the widow of Igor Melay, who died after receiving treatment at the Odrex private clinic—received a response from the Odessa Regional State Administration’s Department of Health.
She requested to be allowed to attend a meeting of the clinical expert commission, which the Ministry of Health of Ukraine had instructed the Department to convene. However, officials replied that they could not convene this commission.
The Ministry had instructed the Department to evaluate the quality of Igor Melay’s treatment following a complaint from his wife. She requested a review of all circumstances surrounding his treatment, his medical records, and any possible alterations to them.
She also sought to be present in person at the meeting to submit her own documents—according to her, they do not match those that the clinic submitted for the criminal case.
The Department explained its refusal by stating that it had requested documentation from the “House of Medicine” and “Odrex” clinics but was denied. The documents were seized by law enforcement as part of the criminal investigation, so they are currently in the possession of the investigators.
This case involves a police investigation into several deaths of patients at the “Odrex” clinic, including that of Igor Melay.
The hearing on the case has been postponed indefinitely
Officials added that the case will be reconsidered only once the documents are received. However, they did not specify any deadlines or concrete steps to locate them.
Olga Melay now plans to appeal directly to the Ministry of Health, which had issued the order in the first place. Without the local commission’s findings, the ministry cannot review the case internally, so the investigation has effectively been stalled.
The woman notes that in her very first complaint, she demanded that the electronic records in the Electronic Health Care System be retrieved. These records are updated in real time, signed with doctors’ digital signatures, and investigators cannot seize them.
But officials and the commission simply ignored this request. Furthermore, one of Odrex’s attorneys himself offered to help her verify the documents, claiming that the clinic still had copies on file.
The Story of Igor Melay
The man underwent treatment at Odrex from February through September 2025. His wife insists on an audit covering the entire period.
In particular, she is asking for an assessment of the immunochemotherapy regimen, which was abruptly stopped after the fourth course out of the eight planned, and the surgery to implant a pleural port—following which the patient spent three days in the ICU on a ventilator.
It was precisely regarding this surgery that the most inconsistencies were found: the consent form signed by the relatives specified local anesthesia, while in the copy submitted to the court, the clinic indicated intravenous anesthesia.
In addition, Odrex presented a routine procedure as an emergency and described the patient’s postoperative condition as having proceeded without any complications.
