The Pervomaisk City Council has set a temporary fare of 13 hryvnias

A meeting of the city council’s executive committee was held in Pervomaisk, where the key issue was the revision of public transportation fares. 

This was reported by Gard.City.

After lengthy discussions and an analysis of financial indicators, the authorities decided to set an interim fare, which did not satisfy the radical demands of local transport operators.

The conflict escalated after business owners sent an ultimatum to City Hall demanding that fares be raised to 20 hryvnias. 

In case of refusal, the carriers threatened to partially suspend operations, halting bus service during daytime hours—from 10:00 a.m. to 2:00 p.m.

Tetyana Zarytska, head of the Economic Department, reported that only two companies had provided adequate economic justification for the price revision. 

“We cannot rely solely on verbal demands and set a new fare without the necessary documentation. In that case, it would be a violation of the law,” the official emphasized during the meeting.

For his part, Oleksandr Antoniuk, head of the Passenger Transport Department, noted that the current fares in Pervomaisk are among the lowest in Ukraine. 

In his opinion, the companies are operating on the verge of operating at a loss, barely covering fuel costs while operating suburban and city routes.

The city council’s legal department cautioned executive committee members against hastily adopting the 20-hryvnia rate, as such a procedure requires amendments to regulatory acts. 

If central authorities deem the fare unjustified, the decision will have to be revoked in just two months.

During the discussion, members of the executive committee also noted that the reported documents do not reflect the actual state of affairs at the transportation companies. 

“The documents submitted by carriers do not reflect the full picture of their operations. Because they list minimum wages and so on,” was noted during the discussion.

First Deputy Mayor Dmytro Malyshevsky proposed a compromise: to approve a temporary rate of 13 hryvnias. 

Separately, the meeting addressed issues regarding the quality of service and the technical condition of the minibuses used by community residents. 

Despite the idea of creating a municipal transportation company, the authorities acknowledged that, under martial law, the budget lacks the resources to purchase its own fleet of vehicles.
