The High Qualification Commission of Advocates has suspended the disciplinary sanction against attorney Shevchuk; the work of the High Council of Justice has been unblocked
The Higher Qualification and Disciplinary Commission of the Bar (VKDKA) granted the motion filed by attorney Oleksiy Shevchuk and suspended the decision of the Qualification and Disciplinary Commission of the Bar Association of Kyiv Oblast to hold him disciplinarily liable.
The decision was made as part of the review of the attorney’s appeal against Decision No. 213/2026 of the Kyiv Regional Bar Association’s Qualification and Disciplinary Commission dated May 27, 2026, which held him liable for disciplinary violations and imposed a sanction in the form of a three-month suspension of his right to practice law.
On June 16, 2026, the attorney filed a complaint with the High Qualification and Disciplinary Bar Commission (VKDKA) challenging this decision, along with a motion requesting measures to ensure its review. In his petition, Shevchuk noted that he is handling high-profile and complex cases, and that the enforcement of the disciplinary sanction could disrupt court proceedings—particularly in the Supreme Court—and violate his clients’ rights to professional legal assistance.
After reviewing the applicant’s arguments, the High Qualification Commission of Advocates concluded that there were grounds to grant the motion.
In the operative part of its decision, the Commission ruled to grant Attorney Shevchuk’s motion and to suspend the effect of the decision of the Kyiv Regional Bar Disciplinary Commission No. 213/2026 dated May 27, 2026, until a final decision is rendered following the review of his complaint.
Thus, the disciplinary sanction in the form of suspension of the right to practice law will be temporarily suspended until the completion of the review of the case by the Higher Qualification and Disciplinary Commission of the Bar.
The Higher Qualification and Disciplinary Commission’s decision effectively ensures that the attorney retains her status and may continue her professional practice until a final resolution of the dispute regarding the legality of the disciplinary sanction.
As a reminder, the attorney representing the family of the deceased suggested that the fatal traffic accident in Kyiv may have been intentional.
