Who does the TCC report to in Ukraine: where can you file a complaint?

Since the start of the full-scale war, the Territorial Recruitment and Social Support Centers (TRSSCs) have become some of the best-known government agencies. 

They are responsible for maintaining military records, organizing mobilization efforts, processing documents for those subject to military service, and providing social support to service members and veterans.

At the same time, many Ukrainians still have questions about who the TCCs report to, who oversees their activities, and whether they are separate government agencies.

Here’s how the management system for territorial recruitment centers in Ukraine is structured.

To whom do the TCCs in Ukraine report?

Territorial Recruitment and Social Support Centers are military administrative bodies. They are established and operate in accordance with the Regulations on Territorial Recruitment and Social Support Centers, which were approved by the Cabinet of Ministers of Ukraine.

The Ministry of Defense of Ukraine exercises overall management of the system. It is responsible for formulating state policy in the areas of military registration, mobilization, and social support for military personnel.

At the same time, the day-to-day operations of the territorial centers are organized along a military chain of command. District and city TCCs report to regional recruitment centers, and regional centers report to the respective operational commands of the Ground Forces of the Armed Forces of Ukraine. 

This is why it is often said that the Territorial Recruitment Centers are under the command of the Army. In fact, this corresponds to the current management system, although the Ministry of Defense is responsible for the overall coordination of the entire structure.

What documents govern the TCCs

The activities of the territorial recruitment centers are regulated by a number of regulatory and legal acts. First and foremost, these include the Constitution of Ukraine, the laws of Ukraine, presidential decrees, resolutions of the Cabinet of Ministers, orders of the Ministry of Defense, as well as directives from the General Staff and the Commander-in-Chief of the Armed Forces of Ukraine.

These documents specify the powers of TCC staff, how military registration, mobilization, and deferment processing are carried out, and how the centers interact with other government agencies.

What Functions Does the TCC Perform?

Although most Ukrainians associate the TCCs primarily with the delivery of draft notices, their work is much broader. 

Territorial centers maintain military registration records for conscripts, reservists, and those subject to military service; organize mobilization efforts; process documents for military service; recruit citizens for contract service; and coordinate with local government bodies.

In addition, one of the key functions of the Territorial Military Registration and Enlistment Centers remains providing social support to service members, war veterans, individuals discharged from military service, and their family members.

Who Oversees the Activities of Territorial Centers

Oversight of the Territorial Recruitment Centers’ activities is carried out within the military command structure. Direct supervision is entrusted to the relevant operational commands and the command of the Ground Forces of the Armed Forces of Ukraine.

At the same time, like any other government agency, the Territorial Recruitment Centers operate within the framework of Ukrainian law

If citizens believe that TCC officials have violated their rights or exceeded their authority, their actions may be challenged in court or become the subject of an investigation by law enforcement agencies or the State Bureau of Investigations.

Can the chain of command for the Territorial Recruitment Centers be changed?

In recent years, the reform of the Territorial Recruitment Centers has been discussed repeatedly in Ukraine. Representatives of the Ministry of Defense have stated the need to update their structure, improve personnel policies, and digitize many processes.

Despite this, as of today, the chain of command remains unchanged. The TCCs continue to operate within the military command structure, and their activities are coordinated by the Ministry of Defense and the Army Command in accordance with current legislation.

Territorial Recruitment and Social Support Centers are not separate civilian institutions. They are part of Ukraine’s military command structure, operate within the Ministry of Defense, and report to the military chain of command through the operational commands of the Army. 

It is precisely this system that ensures the maintenance of military records, the conduct of mobilization, and the fulfillment of other tasks related to the manning of the Armed Forces of Ukraine.
