There are calls to ban the import of plant protection products from abroad

Ukraine is preparing for sweeping changes in the regulation of the pesticide and agrochemical market, as provided for in a new bill submitted to parliament. 

The main goal of the initiative is to harmonize domestic legislation with European Union standards, strengthen product safety controls, and prohibit individuals from importing such products from abroad.

A key change will be a complete ban on private individuals importing or shipping plant protection products. 

The import of products that have not been properly authorized in Ukraine or do not meet established packaging and labeling requirements will also be prohibited.

The bill proposes introducing a “mutual recognition” procedure, which will significantly simplify market access in Ukraine for products already authorized in EU member states. 

This will significantly reduce bureaucratic procedures and ensure that farmers have access to modern plant protection products.

As part of the reform, plans call for the creation of an open State Register that will function as a unified electronic system. 

It will contain comprehensive information on all approved products, their conditions of use, and restrictions, which will promote market transparency.

Manufacturers and importers will be subject to new obligations to report any potential risks to the environment or human health identified during the use of these products. 

If scientific data indicating the danger of a particular product becomes available, its authorization will be immediately reviewed or completely revoked.

Significant attention is being paid to advertising regulations, which must now include clear information on authorization and safety warnings. 

Compliance with these requirements will be monitored by an authorized government agency, which will help minimize consumer misinformation.

The bill significantly increases financial liability for violations by imposing substantial fines on business entities. 

Legal entities face penalties of up to 691,760 hryvnias for selling products without proper authorization.
