Prosecutors face a one-year ban on promotions for falsely claiming disability—the case of Andriy Petriv
The Qualification and Disciplinary Commission (KDKP) imposed disciplinary sanctions on Andriy Petriv, a prosecutor with the Kalush District Prosecutor’s Office, prohibiting him for one year from transferring to a higher-level prosecutor’s office or applying for a promotion.
The decision was made as part of a large-scale investigation that has been ongoing following scandals related to the Medical and Social Examination Commission (MSEC) and possible abuses in the process of obtaining disability status among prosecutors.
The audit materials note that the official has held Group II disability status since 2020 and receives corresponding benefits, and has also secured a deferment from mobilization until 2025. At the same time, he is accused of failing to comply with requirements for undergoing a follow-up medical examination and of delays in his interactions with government agencies.
Petriv himself insists that his status was obtained legally, confirmed by medical commissions, and that his injuries and treatment prevented him from undergoing the required examinations. He also considers the disciplinary decision unfounded and has provided the relevant medical documents.

In Kyiv, a top official of the Kyiv City State Administration was exposed for having obtained a fake disability status.
Additionally, in Dnipropetrovsk Oblast, medical professionals were exposed for helping men of draft age obtain fictitious disability status to travel abroad in exchange for bribes. The suspects charged $500 for their services.
Meanwhile, the Kyiv City Prosecutor’s Office has filed an indictment against the head of the Vasylkiv Medical and Social Examination Commission (MSEC) of the Kyiv Regional Bureau of Medical and Social Examination. She is accused of accepting money for the unjustified issuance of disability classifications.
