The law requiring the construction of buildings with shelters has gone into effect
On Tuesday, September 8, Law No. 4778-IX came into effect in Ukraine, mandating the design and construction of shelters and dual-purpose structures in new residential, public, and infrastructure facilities.
From now on, the presence of civil defense shelters is an essential component of urban planning documentation for apartment buildings, educational institutions, healthcare facilities, and social welfare facilities.
The corresponding bill No. 13454, adopted by the Verkhovna Rada in February and signed by the President of Ukraine in March, also provides for the creation of special safety centers in communities. These facilities will house fire stations with dispatch centers, emergency medical stations, and police stations. In addition, the bill establishes standards for radiation-shielded, mobile, and modular shelters with a capacity of up to 50 people, and introduces safety classes in educational institutions.
The new legislation is intended to eliminate outdated regulations, more clearly delineate the powers of state authorities and local governments in the field of civil protection, and digitize the processes for tracking emergency rescue and fire rescue units.
