The launch of eAkcyz in Ukraine will be postponed until July 2027

The Verkhovna Rada Committee on Finance, Tax, and Customs Policy has recommended that parliament adopt Bill No. 15532, which provides for a delay in the launch of the electronic traceability system for excise goods.

The bill proposes postponing the launch of e-Excise from November 1, 2026, to July 1, 2027. The system is intended to provide electronic monitoring of the circulation of alcohol, tobacco products, and e-cigarette liquids.

The reason cited for the postponement is the system’s technical unpreparedness. The software requires additional refinement and testing.

In addition, businesses need more time to integrate their own systems with eAkcyz and prepare for the new operating rules.

The committee recommended that the Verkhovna Rada adopt the bill in principle and as a whole.

The Ministry of Digital Transformation of Ukraine plans to propose to the Cabinet of Ministers a second postponement of the mandatory launch date for the “eAkciz” electronic system—from November 1, 2026, to July 1, 2027. This was reported on August 3 on the ministry’s website following a meeting with representatives of the European Business Association (EBA), the State Tax Service (STS), the State Customs Service (SCS), and the business community.
