Salaries for police officers and first responders will increase

On June 10, the Verkhovna Rada approved a law to modernize the pay scales for police officers and rank-and-file and senior personnel of the civil protection service

The decision was approved by 269 members of parliament. The new rules for calculating pay are scheduled to take effect on January 1, 2027.

The document provides for updated approaches to determining pay for police officers and employees of the State Emergency Service. 

Lawmakers emphasize that the payments should ensure adequate material conditions for the performance of official duties, help attract qualified personnel, and encourage high performance.

The explanatory note to the law states: “The adopted law of Ukraine establishes that the pay of police officers and rank-and-file and supervisory personnel of the civil protection service must ensure sufficient material conditions for the proper performance of their official duties, taking into account the nature, intensity, and danger of their work, ensure the recruitment of qualified personnel, incentivize high performance in official duties, and compensate for the physical and intellectual exertion of police officers and rank-and-file and supervisory personnel of the civil protection service.”

One of the key provisions of the law is the establishment of a minimum level of monetary compensation. It may not be less than ten subsistence minimums for able-bodied persons, as determined as of January 1 of the relevant year.

The monetary compensation for police officers and civil protection service personnel will consist of several components. 

These include a base salary, a salary based on rank, a seniority allowance, bonuses, as well as other regular or one-time payments, the procedure for which will be determined by the Cabinet of Ministers of Ukraine.

Certain provisions of the document apply to employees serving outside the country. 

Such employees will continue to receive their financial compensation in the national currency, and additional compensation in foreign currency will be provided in accordance with the standards approved by the government.

The law also regulates the procedure for payments to police officers seconded to other government agencies, institutions, or organizations. The amounts and conditions of their financial support will be determined by the Cabinet of Ministers.
