Zelenskyy signed a decree amending the rules for the discharge of State Border Guard Service personnel

Ukrainian President Volodymyr Zelenskyy has signed a decree amending the Regulations on Military Service in the State Border Guard Service of Ukraine. The document regulates the procedure for the discharge of State Border Guard Service personnel and clarifies certain procedural rules of service.

 

The main changes introduced by the document concern the clarification of grounds for the discharge of military personnel—the list of articles and subparagraphs of the Law On Military Duty and Military Service” under which the State Border Guard Service command may discharge military personnel has been specified (paragraphs 267 and 268).

A new provision has been introduced for contract intelligence officers (clause 267¹) — military personnel of the intelligence agency of the State Border Guard Service Administration who serve under contract may be discharged by mutual agreement during peacetime and during a special period (except for mobilization and martial law).

A new provision has also been introduced for intelligence officers (para. 268¹) – officers of the intelligence agency on permanent service may also be discharged by mutual agreement under similar conditions.

The transfer to the reserve of the Armed Forces of Ukraine has been regulated—State Border Guard Service intelligence officers dismissed on certain grounds are transferred to the reserve of the Armed Forces of Ukraine.

The corresponding decree No. 490/2026 has been published on the website of the Office of the President of Ukraine; the decree takes effect on the date of publication.

Earlier, Zelenskyy signed a decree on the rights of the Crimean Tatar people.

Prior to this, President Volodymyr Zelenskyy stated that some of Ukraine’s partners had asked to reduce strikes on Russia’s oil sector following the global energy crisis. He emphasized that Ukraine is acting not merely to strike, but in response to attacks.
