Zelenskyy signed a law providing new guarantees for IDPs
Ukrainian President Volodymyr Zelenskyy has signed a law that updates the system of state support for internally displaced persons (IDPs). The document provides for new mechanisms to protect the housing and social rights of IDPs, the creation of an electronic IDP portal, and a comprehensive approach to their adaptation and integration.
The Verkhovna Rada adopted Bill No. 12301 on July 1, 2026. A total of 307 members of parliament voted in favor of the decision. As explained by Pavlo Frolov, chairman of the Verkhovna Rada’s Temporary Special Commission on the Protection of IDPs’ Rights, the current law, adopted back in 2014, no longer met the modern challenges and needs of IDPs.
For the first time, the new law enshrines the concepts of adaptation, integration, and reintegration of internally displaced persons at the legislative level and outlines measures of state support for each of these stages. Assistance will be provided taking into account the individual’s specific needs and their level of integration into the community.
A separate set of changes concerns pension benefits. The law prohibits the application of additional or different requirements to IDPs regarding the assignment, payment, or recalculation of pensions that could limit their rights compared to other citizens.
The law also provides for the creation of an online portal for IDPs, through which they will be able to undergo needs assessments and access government services.
In addition, the law establishes the state’s obligation to ensure the housing rights of internally displaced persons, in particular through the provision of temporary housing, long-term rental mechanisms, preferential loans, and refinancing.
Other innovations include guaranteeing the right of children among IDPs to receive an education at their actual place of residence or in educational institutions serving displaced persons, as well as expanding the participation of IDPs in local self-government through IDP Councils.
The law will take effect three months after its official publication—in October 2026.
