Odessa prosecutor fired for failing to appear for a disability assessment

The Prosecutors’ Qualification and Disciplinary Commission has decided to dismiss Pavlo Mayorov, a prosecutor with the Kyiv District Prosecutor’s Office in Odesa, who received over 1 million hryvnias in pension payments but failed to appear for a mandatory medical examination. 

The official was required to undergo a re-examination at a specialized facility in Dnipro as part of a nationwide review of MSEC decisions, but he avoided the trip twice, citing sudden sick leave that coincided with the dates of his purchased train tickets. 

Pavlo Mayorov himself, who has worked in the prosecutor’s office since 2002, rejects the allegations and claims that he received a Group II disability on general grounds due to an illness he suffered in 2020 and spent the allocated funds exclusively on treatment. At the same time, the Commission recognized this coincidence of circumstances as a deliberate evasion of verification of the validity of his disability status and imposed the most severe disciplinary penalty on him. The total amount of the pension paid to the prosecutor for the period from March 2021 to September 2025 amounted to UAH 1,069,308.28, with a monthly payment of UAH 19,797.27.

In Kyiv, a top official of the Kyiv City State Administration was exposed for having obtained a fake disability.

Additionally, in Dnipropetrovsk Oblast, medical professionals were exposed for helping men of draft age obtain fictitious disability status to travel abroad in exchange for bribes. The suspects charged $500 for their services.

Meanwhile, the Kyiv City Prosecutor’s Office has filed an indictment against the head of the Vasylkiv Medical and Social Expertise Commission (MSEC) of the Kyiv Regional Bureau of Medical and Social Expertise. She is accused of accepting money for the unjustified issuance of disability classifications.
