Bloomberg Reveals Budanov's Negotiation Style with Russia
Kirill Budanov, Head of the Office of the President, has earned recognition from both Western allies and members of Russia’s political elite.
The authoritative publication Bloomberg describes him as an effective negotiator whose pragmatic approach allows him to maintain critical channels of communication even in the heat of war.
Western partners characterize Budanov’s style as “sharp, straightforward, and somewhat sarcastic.”
Despite his difficult personality, U.S. and EU officials emphasize his effectiveness in matters where traditional diplomacy proves powerless.
Budanov’s contacts in the Gulf states play a special role, as these countries have long served as a venue for private dialogue. However, this channel has been temporarily suspended due to the large-scale military conflict between the U.S. and Israel against Iran.
The position of the Head of the Presidential Office has also resonated within the administration of U.S. President Donald Trump.
In particular, Steve Witkoff, a White House special envoy, has expressed sympathy for the Ukrainian official, which significantly strengthens Kyiv’s position in future negotiations.
Interestingly, even “Russian colleagues also respect Budanov as a war hero,” according to sources close to the Kremlin. His status as a combat officer grants him a level of respect that is inaccessible to civilian officials or politicians.

Direct dialogue and the absence of unnecessary political baggage make Budanov a central figure in the conflict resolution process.
