Video: Drones Attacked a Lukoil Oil Depot in the Kuban Region
On the night of September 28, drones attacked the Lukoil-Yugnaftoprodukt oil depot in Pavlivska, in the Krasnodar Krai of the Russian Federation. The facility has a transshipment capacity of up to 150,000 metric tons of petroleum products per year.
The oil depot is located in the industrial zone of the village of Pavlivska. It is owned by Lukoil-Yugnaftoprodukt LLC, a wholly owned subsidiary of Lukoil. This is not an oil refinery: the terminal receives, stores, and transships finished petroleum products.
As of 2017, when the depot celebrated its 15th anniversary, according to Lukoil, it regularly supplied gasoline and diesel fuel to 100 agricultural enterprises in northern Kuban and 30 gas stations. The company estimated the annual transshipment volume of light petroleum products at 150,000 metric tons—that’s about 220 tank cars of fuel per month.
Construction of the facility began in the early 2000s. During the construction phase, Lukoil described it as a facility with technical capabilities unmatched in the Kuban region. In 2017, the company stated that for 15 years, the facility had been supplying fuel to consumers in the region without interruption. And in 2016, according to the Pavlovsky District Administration, it was recognized as the best of the company’s seven oil depots and placed on the honor roll.
The company was registered in 1998 in Krasnodar under the name “Naftoproduktservis” and was later renamed “Lukoil-Yugnaftoprodukt.” It started with two gas stations in the Krasnodar Region and built its first oil depot in 1999 in the village of Yurivka. By 2002, when the Pavlivka oil depot began operations, the company had six oil depots, 36 gas stations, an oil bottling line, and even a canning factory.
According to its own description, it is currently one of the largest operators in the sale of petroleum products across four federal districts of Russia. According to the company’s website, the enterprise operates more than 580 gas stations, 13 oil depots, and four gas filling stations; it employs about 5,700 people.

On the night of September 26, the Ukrainian Defense Forces struck a number of key facilities on Russian territory that support the Russian military machine. Among them were the Azov Optical-Mechanical Plant in the Rostov region and the “Ilsky” oil refinery in the Krasnodar region.
As a reminder, the Perm oil refinery in Russia ceased operations following an attack by Ukrainian drones on September 25. According to Reuters, a fire broke out at the facility, and pipelines, storage tanks, and processing units were damaged. It is not yet known when the refinery will be able to resume operations.
