The Main Intelligence Directorate has launched a section titled "Engineers of Aggression" and named the first designers of Russian weapons
The Main Intelligence Directorate of the Ministry of Defense of Ukraine is launching a new section titled “Engineers of Aggression” on the War&Sanctions portal.
This special project was created to publicly disclose information about individuals who are waging war against Ukraine by designing and manufacturing Russian weapons.
The new section will feature detailed information about members of the Russian Federation’s scientific and technical elite who work for the aggressor country’s military-industrial complex.
According to Ukrainian intelligence, it is this category of citizens that ensures the smooth operation and modernization of the Russian war machine.
“The Russian scientific community plays a key role in Russia’s ability to wage a criminal genocidal war against Ukraine: Russian scientists and engineers are working in the fields of missile weapons development, unmanned systems, guidance systems, and artificial intelligence, which are used to strike civilian infrastructure and kill Ukrainians,” the GUR emphasizes.
Despite their direct involvement in the development of lethal weapons, many Russian specialists remain integrated into global processes.
They have the opportunity to exchange expertise and utilize Western advancements to improve the performance of the occupiers’ military equipment.
“Despite their involvement in waging war, many Russian scientists continue to be part of the global scientific community: receiving international grants, collaborating with foreign scientific institutions and enterprises, and participating in international events. They apply the experience gained at their enterprises and institutes to create new weapons of mass destruction and commit war crimes,” the agency notes.
The first iteration of the list includes leading designers, engineers, technologists, and top managers of Russian defense industry enterprises that produce primary weapons systems.
These are manufacturers of ballistic and cruise missiles, guided aerial bombs, and attack UAVs, which Russia uses daily to destroy civilian infrastructure in Ukraine.
Some of them are already subject to international sanctions, but certain specialists have so far evaded restrictions.
Who made it onto the first intelligence list
Among the key figures on the initial list are the chief technical directors of Russia’s strategic weapons production facilities. Military intelligence has identified three key officials:
- Sergey Syursin—chief designer of the Votkinsk Plant, under whose leadership the 9M723 ballistic missiles are produced as part of the Iskander-M and RS-26 Rubezh systems, better known as “Oreshnik”;
- Yeltugan Sizdikov — First Deputy General Director, Deputy for Research and Development, chief designer of the A.Y. Bereznyak “Raduga” Design Bureau—the primary enterprise for the development and production of X-101 strategic cruise missiles;
- Vitaly Iekel — Chief Designer of the “Strela” Production Association, which directly oversees the design and modernization of the 3M55M “Onyx-M” supersonic anti-ship cruise missiles.
