ISW found out whether Putin is ready to continue the war

On August 22, ISW analysts stated that the Kremlin shows no willingness to engage in substantive negotiations to end the war, despite the deteriorating economic situation in Russia. According to the institute’s assessment, Putin intends to continue a war of attrition, believing that Russian troops will be able to gradually achieve their objectives.

 

Experts drew attention to a statement by Russian Deputy Foreign Minister Sergey Ryabkov, who noted that Moscow would accept only a peace proposal that aligns with the military objectives of Russian dictator Vladimir Putin and reflects “the realities on the ground.”.

The ISW also emphasized that Russian officials’ frequent references to “realities on the battlefield” fail to account for the slowing pace of the occupying army’s advance. Instead of achieving strategic successes, Russia is attempting to force Ukraine to yield to its demands.

“Putin’s maximalist goals include Ukraine’s complete surrender, the establishment of a pro-Kremlin puppet government in Kyiv, as well as severe restrictions on the Ukrainian army and a renunciation of NATO membership,” the experts added.
