In the Russian Far East, more than 650,000 people are without water

In Russia’s Primorsky Krai, more than 650,000 residents of Vladivostok, Artem, and the Nadezhdinsky District were left without cold water due to an accident at the “Shtikovo” power substation.

According to the Russian Ministry of Emergency Situations, the accident caused the water utility’s pumping stations to shut down. More than 3,600 apartment buildings and approximately 16,500 private homes, as well as 224 socially critical facilities, were left without water.

Hot water service was also suspended in Vladivostok and Artem. The disruptions affected hospitals and clinics, where water deliveries were organized. Schools switched to a reduced schedule or remote learning, and parents were asked to pick up their children from daycare centers early.

Utility services organized water deliveries for residents. Repairs to the substation are scheduled to be completed by 6:00 p.m. on September 28, but the system will still need at least 12 hours afterward to restore normal water service.

In Russia’s Krasnodar Krai, a fire broke out at the Ilsk Oil Refinery on the night of September 26 following a drone attack.

As a reminder, the Perm oil refinery in Russia suspended operations following an attack by Ukrainian drones on September 25. According to Reuters, a fire broke out at the facility, and pipelines, storage tanks, and processing units were damaged. It is not yet known when the refinery will be able to resume operations.
